ENERGY ASSISTANCE (EA)
The EA program begins October 1st thru March 31st. It pays on primary bill only. In the month of October we only accept applications for the elderly (60+) and disabled. Grant amounts are determined by household size and income. This grant is awarded once a program year. Applicants may apply by mail, fax or come into the office. Customer is responsible for completing energy application and providing hard documentation needed for processing. Once an application has been submitted and determined eligible, that application is good for the entire program year (October 1st thru September 30th). A new application will be required if the customer has moved or changed vendors.

ENERGY CRISIS INTERVENTION PROGRAM (ECIP):
The ECIP program starts October 1st (if funds are available) and ends on May 31st. If funds run out before the deadline of the program, clients are put on a waiting list in case more funds should become available. The application and guidelines are the same as EA. Once an application has been submitted and determined eligible, that application is good for the entire program year (October 1st thru September 30th). ECIP will pay on primary &/or secondary heating bills if they are in threat of being disconnected, disconnected or cash on delivery.

REQUIREMENTS FOR APPLICATIONS:
Eligibility for benefits under this program is limited to households who:

1. Are responsible for paying home heating costs and
2. Are U.S. citizens, or aliens legally admitted for permanent residence and
3. Do not have available resources in excess of $3,000 and
4. Applicants must also meet specific income guidelines that vary according to household size

DOCUMENTATION NEEDED FOR PROCESSING:
All programs listed above require the same documentation submitted for processing.

1. Provide energy application that is completely filled out and signature on the back of application.
2. Social Security cards on all household members.
3. Proof of all income received in the household for the month prior of the application stamped date. If every one in the household is active on Food Stamps,
    JFCAC has access to the state screens for proof of income and Social Security numbers.
4. Provide a shut off notice for ECIP. Provide regular primary heating bill on EA. Account holder (person's name on bill) must be living in the home.

APPLICATIONS:

1. You may come into the office and apply.
2. We can mail an application to your home.
3. You can download the application from this site, once completed, fax, mail or bring into the office.
    We do not accept applications that are e-mailed.

The summer Energy Crisis Intervention Program (ECIP) is available from June 1st thru September 30th, 2010, unless funds have been exhausted prior to that date.

Summer ECIP will pay on electric bills only. Applicant must be in threat or shut off on electric. The electric bill must be in the Account holder's name.

If an application has been previously approved for the FFY 2009-2010 and you have not moved or changed vendors, you can fax your shut off notice to (636) 789-2866. Please write your social security and phone number on bill before faxing.

If you have not applied, moved, or changed vendors, you must fill out a new energy application and provide previous month income, social security cards, and shut off notice on electric.

If your household is active on food stamps we can obtain your income and social security numbers from the Family Support Division.

Air Conditioners:

Air conditioners are also available for households who have (income qualified) a medical need or a member who is age 65 or over. A written statement is required from a qualified physician or nurse practitioner stating a life threatening condition exists and an air conditioner will eliminate or significantly reduce the possibility of loss of life or heat related illness.

Households may submit a Statement of Medical Need Form signed by a physician or nurse practitioner instead of a letter. The statement must have customer's name, date, and signature of health professional. If 65+ customer must provide hard documentation for proof of age.

Air conditioners are not to be returned to Jefferson Franklin Community Action.

If a customer receives an Air Conditioner they are not eligilble to receive another one for two program years. Example: Receives Air Conditioner in 2009, will not be eligible again until 2012. Customer must have electric service on and not be in threat of disconnection. If customer has a shut-off notice, the notice will be processed first. If there is enough funding left after pledging on their bill an air conditioner will be processed accordingly. If their service is off and we cannot get their service back on, they cannot receive an air conditioner.

Priority is keeping the electric on. Not everyone will qualify for an air conditioner.
