Hundreds of households have found a hidden treasure in their home with the help of  Jefferson Franklin Community Action Corporation’s (JFCAC) Weatherization Program. Clients have found free “energy equity” recovered from their home’s utility budget after getting weatherized. That equity arrives in the form of money saved on utility bills, every month, over and over again, thanks to the expert energy audit and retrofit made possible by JFCAC’s free Weatherization (Wx) program for income eligible households.

The improvements can run deeper than just energy savings. Recently one of our energy auditors was reading a diagnostic tool that said a furnace was ok, but he was suspicious of evidence he saw that there might be a problem. He ordered a checkup by our heating technician and he found a burned out firebox inside that was leaking carbon monoxide (CO). He said it was amazing that the owners were still alive. They thought their health problems just came from growing old. Now they are enjoying aging at home, breathing healthier air, paying lower utility bills, and living more comfortably.
 
The Department of Energy helps fund Weatherization in Missouri, and every dollar invested generates an overall  return of $2.40. We also hear back from homeowners who no longer miss work due to chronic ailments, who can stay in their homes now that living is more affordable. Energy efficiency measures are a far more effective way to control energy costs than building new utility plants.

This Request for Proposal (RFP) is to contract for an agency financial and compliance audit for the fiscal year ending September 30, 2017, and the Housing Program year ending September 30, 2017. The proposal includes options for four additional years. The proposal includes the preparation of tax form 990 for the agency audit and assistance with the Real Estate Assessment Center (REAC) submission for the housing audit. Please see the attached RFP for further details.

Housing Program Announces Closing of Waiting List

The Jefferson Franklin Community Action waiting list for the Section 8 tenant-based Housing Choice Voucher Program has been closed since May 15, 2014 for all families except those who qualified for a local preference. As of January 5, 2017 this waiting list will be closed to families who qualified for a local preference as well.  
Pre-applications will still be accepted until 5:00 p.m. on January 5, 2017 for families who qualify for one of the local preferences which include:
1) Families with children enrolled in and attending the Head Start Program
2) Families who have successfully completed an acceptable self-empowerment or leadership/community involvement program such as S.E.L.F. through the United Way or Step up to Leadership.
JFCAC does not discriminate on the basis of race, color, religion, sex, national origin, age, familial status, disability, and ancestry.

Energy Staff Receive a Special Thank You!

WHAT IS THE BUILDING RESILIENCE PROJECT?
An evidence-based five year project that will assist teachers and parents to better manage the stress associated with caring for children who have emotional & behavior problems and to help children better self-regulate their behaviors. Download the Brochure below for full details. 
​The project will be implemented under the direction of Dr. Nirbhay Singh and his team of experts—Dr. Monica Jackman and Carrie L. McPherson in collaboration with JFCAC Head Start.

Dr. Nirbhay N. Singh is a Clinical Professor of Psychiatry and Health Behavior at the Medical College of Georgia, Georgia Regents University, Augusta, GA and CEO of MacTavish Behavioral Health, in Raleigh, NC. Prior to his current appointments, he was a Professor of Psychiatry, Pediatrics and Psychology at the Virginia Commonwealth University School of Medicine and Director of the Commonwealth Institute for Child and Family Studies, Richmond, Virginia. He has worked with families and children with intellectual and developmental disabilities, early intervention, homeless families, the elderly, and people with Alzheimer’s disease, post-coma, dementia, amyotropic lateral sclerosis and multiple sclerosis. 
​Nirbhay has practiced, researched and taught meditation practices, and is the developer of Meditation on the Soles of the Feet procedure for anger management and Mindfulness-Based Positive Behavior Support for parents, teachers and staff. He has implemented social emotional learning programs with infants, children and adolescents in preschool, school and community settings.

Dr. Monica Jackman is an occupational therapist and mother of four. She holds a Bachelor of Science degree and a Master of Health Science degree from the University of Florida and a Doctorate in Occupational Therapy from Chatham University. She has served as a multidisciplinary therapy services consultant to state hospitals in California, ​Louisiana, and Kentucky, where she has provided clinical training, mentoring, compliance monitoring and auditing services. Monica has authored book chapters on mindful engagement and the mindful engagement support model, research papers, and has developed and implemented mindfulness-based training programs and curricula for caregivers, preschoolers, and school-aged children. She currently works in a charter school setting, and also provides in-home therapy for children aged birth to three.

Carrie L. McPherson is a speech-language pathologist and holds a Master of Science degree from Western Kentucky University, and is currently enrolled in the Doctor of Health Science program at Nova Southeastern University following the PhD track. She holds a Certificate of Clinical Competency in ​Speech-Language Pathology. Carrie has served as a therapy consultant in the state of Arizona and currently provides SLP services in Kentucky. She has provided clinical training and assisted in the development and implementation of mindfulness-based practices to promote wellness and quality of life through habilitation and rehabilitation services. Carrie is the mother of two young children, ages four and five. Both she and her children practice meditation and have experienced life changing effects.

Public Hearing to be held on Housing Plan

The Franklin County Public Housing Agency will hold a Public Hearing on June 10, 2016 at 10:00 a.m. at the office of the Jefferson Franklin Community Action Corporation (JFCAC), #2 Merchant Dr., Hillsboro, Mo. The purpose of the Public Hearing is to invite public comments from interested persons on the proposed Five Year and Annual Plan for Fiscal Year October 1, 2016 –September 30, 2017 to be submitted to the U.S. Department of Housing and Urban Development for the Section 8 Housing Choice Voucher Program which is administered by JFCAC in Franklin and Jefferson Counties.
The Annual Plan is a requirement of the federal Quality Housing and Work Responsibility Act. A copy of the plan is available for review from 8:30 a.m. to 4:30 p.m. Monday through Friday at the JFCAC Housing office, #2 Merchant Dr., Hillsboro, MO. and is posted on the JFCAC website at www.jfcac.org. We Welcome Jill Lombardo as our new Chief Executive Officer

Jill was born and raised in Lebanon, Illinois.  She obtained her first Master’s Degree in Psychology at Southern Illinois University at Edwardsville.  Shortly thereafter, Jill moved to Wisconsin and then to Kentucky where she held numerous positions in a variety of social services settings. During the 15 years Jill was in Kentucky she obtained a second Master’s degree in Business Administration. 
 
Jill brings to JFCAC over 26 years of leadership experience in not-for profits.  She specializes in program development, program management, fiscal management, budgeting, human resource management, quality improvement and work with Boards and external stakeholders. Jill prides herself on her strong desire to be cutting edge, innovative and trend setting.   
 
Jill states, “Building partnerships, being forward thinking, setting trends, being efficient, being creative, leading through change, by example and with passion for what we do are all important qualities of an effective leader. They are characteristics that I strive for in all that I do.  To me, these characteristics are not just professional leadership characteristics, but a personal commitment to always strive for excellence.  I hold myself to a high standard in all I do and expect nothing less than the above both in my professional career and in my personal life.  The profession I have chosen in life is a profession that strives to help those who are in need.  I feel that my dedication to that mission and my dedication to be an effective business woman have led toward a very successful career for me. I am honored to have been chosen to take the skills I possess and work with the Board and staff of Jefferson County Franklin Community Action Corporation to build towards its future.  I am already excited about all the wonderful cutting edge things that we will be doing together and for those that we serve.”
